Three different checks, routinely confused for each other
Google runs more than one verification process, and they ask for different things. Preparing for the wrong one wastes the submission — and a rejected verification is harder to recover from than a first attempt, because the reviewer sees the history.

What each one is actually asking you to prove
Advertiser Verification
Runs against the advertiser identity behind the account.
Who you are, and that the identity on the account matches verifiable documents. Google may ask for identity documents, business registration, or both, depending on whether the account is registered to a person or an organisation.
What most often trips it
- The legal name on the account does not match the registration document
- A trading name is submitted where a registered name is required
- Documents are issued in a different country to the account's billing address
Business Operations Verification
Runs against how the business actually operates.
Evidence that the business does what the ads and landing pages say it does. This is not an identity check — it is a check that the operation described is real and matches the account, the website and the payment profile.
What most often trips it
- The website describes a different business model to the one advertised
- No verifiable contact route or business address on the destination site
- Payment profile in one entity's name, site and ads in another's
Identity Verification
Runs where a jurisdiction or category requires government documents.
Specific government-issued documents, which differ by country. What is accepted in India is not what is accepted in the UAE, and submitting the wrong type is a common cause of a second rejection.
What most often trips it
- A document type that is not accepted in that jurisdiction
- An expired document, or one with a name variant
- Scans that are cropped, low-resolution or partly illegible

The appeal is drafted around the actual violation and submitted with supporting evidence — not a template, and not a resubmission of what was already rejected.

Stay compliant
Reinstatement is not the end of it. You get a post-reinstatement compliance checklist, with optional ongoing monitoring.
